How this hours-to-decimal calculator works
Payroll runs on decimal hours, but time clocks and punch sheets record hours and minutes. 7 hours and 30 minutes isn't 7.30 on a paycheck. It's 7.5, because 30 minutes is half of 60, not 30 percent of 100. About the rounding rules
Nearest 5 / 6 / 10 / 15 minutes round every punch to the closest multiple of that increment. 6-minute rounding is common because 6 minutes is exactly 1/10 of an hour, which keeps the decimal conversion clean.
Federal quarter-hour rule rounds each punch to the nearest 15-minute block: 1 to 7 minutes into a block rounds down, 8 to 14 rounds up. This reflects the rounding practice permitted under 29 CFR 785.48(b), which allows employers to round to the nearest 5 minutes, 1/10 hour, or 1/4 hour provided the practice doesn't, over time, shortchange employees for hours actually worked.

Why do payroll systems use decimal hours instead of hours and minutes?
Because decimal hours multiply cleanly against an hourly rate. 7.5 hours at $20 an hour is just 7.5 × 20, or $150. Try that same math with '7 hours 30 minutes' written as a clock time and it falls apart, since 30 isn't 30 percent of an hour.
